| Is there a target date for when the new rules, when finalized, will come into effect? Will there be a grace period for equipment changes? |

| I had originally intended that 12th Night would be the "deadline" for transition to the new rules. However, with the extended time for revision lately, I am thinking more along the lines of May Crown. |

The intent is to have the new rules signed at 12th night. The May Crown date is referring to the point at which new equipment requirements will need to be followed (transition period)
